The Eardisland Community Led Plan - April 2012 UPDATE

THANK YOU

Firstly a huge THANK YOU to everyone who took the time to complete the questionnaires. Early indications show we had a good response (particularly from the village itself) with many interesting and thought provoking comments.

All questionnaires were hand delivered and personally collected (with an additional option to return to the Community Shop). The completion deadline was also extended to allow for late entries. The delivery/collection system seemed to work effectively, and we are very pleased with the return rate (we will have an accurate percentage after data analysis).

It was a little more difficult to extract responses from the wider parish and it was also noted by the Steering Committee that there seemed to be a  significant number of vacant properties/holiday homes within our Parish. These factors obviously affect our official return rate, however further input from all Parishioners will be invited at another open meeting for anyone to bring additional issues or ideas to our attention.

We were especially delighted with the response from our Young People.

THE INITIAL FINDINGS

Some results are as we expected (traffic, signage, the environment etc), but it is very important to now have a clear mandate for action. Other issues had overwhelming majority consensus, so we can make these a priority within the Plan.  And many topics understandably divided opinion and will therefore require more research, debate and consultation.
You are all part of this debate so please do stay engaged if you would like to part of the decision making process.

WHAT HAPPENS NEXT?

The questionnaires have been sent to the Research Team at the Council. They will prepare a professional analysis of the replies (which we pay them to produce and collate). We will also use the ‘free script’ comments to produce a range of topics that need addressing (the ‘Action List’).
It is quite likely that we can tackle some projects ourselves (quickly and with minimal cost), whilst other issues will need external funding and support.

We will hold an open meeting later in the year to discuss and share the data, and to introduce the draft plan – please do come and share your thoughts. You are all more than welcome to join us in any capacity, at any stage.

THE WIDER PICTURE

The Localism Bill provides Parish Councils and Communities with more decision making powers than ever before and huge emphasis is placed on Neighbourhood/Community Plans. It is imperative that our views are represented in an official document to enable our Parish Council to facilitate our wishes.

The National Planning Policy Framework was recently launched and Herefordshire Council are now finalising their Rural Areas Plan (within the new Local Development Framework). Both policy documents are focused upon ‘sustainable development’ and ‘rural renaissance’, which will potentially impact on us all in one way or another.
We have a unique opportunity to shape our community by engaging with our CLP.

ALL of our neighbouring Parishes are now undertaking new or reviewed Community Plans, which illustrates just how important these documents will become.

The Eardisland Community Led Plan - February 2012 UPDATE

After hours and hours of collective work the Steering Committee now have a Community Questionnaire covering a wide range of topics relating to Eardisland.

The topics include:

Roads and Road Safety

Housing, Planning & Development

Business & the Local Economy

Facilities and Services

The Village Hall & Recreation Ground

Environment & Sustainability

Flooding

Heritage

Leisure & Tourism

 

There is also plenty of ‘free space’ for more elaborate ideas/answers and offers of help.

The questionnaires should be with you all by the end of February. Collection/return of the questionnaires will be by Monday 19th March 2012.

The Steering Committee will endeavor to collect the completed questionnaires from all households over the 16th, 17th and 18th of March 2012. If, for any reason, we do not collect your questionnaire please return it to the Village Shop (there will be a collection box) or call Merry Albright 01544 387 957. The Parish is quite large and, although we are very willing, we are only a small group!

A separate questionnaire for Children and Young People (aged 5-17) will be distributed at the same time and collected in the same way.

The questionnaire is a crucial element of the Community Plan process.

It is difficult to over emphasis just how important your participation in the Community Led Plan is. The results of the questionnaire will be used to create a Village Plan document. This will be adopted by the Parish Council and Herefordshire Council and they will use the Plan to shape the future of the Parish.

The Questionnaire shouldn’t take too long to complete, and we hope it is both interesting and thought provoking. Most of all we hope it gives us all an opportunity to improve, protect and develop our community and parish.

 

 

The Eardisland Community Led Plan - January 2012 UPDATE

The CLP Steering Committee are currently preparing the questionnaire booklet, which we hope to deliver to every person in the parish by the end of February.

The results of this questionnaire will be collated and analysed by Herefordshire Council and are then returned to the steering committee for us to produce the Plan document itself.

We are very keen to produce an informative and practical document, which fully illustrates our parish at present, and our hopes for the future of Eardisland.
It is important that our CLP represents the whole parish (it will become a vital reference document and evidence base for our Parish Council and for wider authorities - including those who might make decisions affecting us, such as the Planning Dept, Highways Dept, Community funding bodies or the Environments Agency etc).

With the Localism Bill, the emerging Herefordshire Local Development Framework and Neighbourhood Planning legislation creating a new, more influential, era of ‘community’, this is an exciting opportunity to share your views and help shape your community. 

Your continued participation and support is crucial and much appreciated, so please take some time to complete and return the questionnaire. If you have any questions do not hesitate to contact the Steering Committee, as we would be delighted to help.

The Eardisland Community Led Plan - November 2011 UPDATE

Greta has understandably decided to step down as Chairperson of the Eardisland Community Led Plan to concentrate on her health. She has been an energetic, committed and inspirational Chairperson, and without her willingness and warm approachability the project would have been impossible. Thank you, Greta.

At the last Steering Group meeting on 7th November 2011 it was a unanimous decision to elect Merry Albright as our new Chairperson.

The ‘Planning for Real’ event in September was very successful and we received hundreds of suggestions, comments, wishes and grievances on a diverse range of subjects. 129 adults and young people took part which is 27% of the population of the Parish.

We are currently collating the results which, in partnership with the Council, we will use to form a questionnaire. We will cover as many of the topics as possible, including traffic concerns, parish facilities, flooding, footpaths, housing, youth provision and overall aesthetics. Some issued raised relate to private property, or were considered to be beyond the remit of the Plan, and so we won’t be able to carry them all forward. We will pass the data to the Parish Council when the project concludes, so they have an overview of all the points raised.

Thank you to everyone who came (and helped) and for all your interesting ideas – your ongoing participation is crucial.

Our next task is to prepare the questionnaire and to deliver these to each person in our Parish in the New Year. From this we can work on more detailed ‘actions’ and begin to compile the final plan. We look forward to sharing our progress with you.
